New files won't move from Local to Remote

Wow. This is quite frustrating and this is not the first time this has
happened with FP for me. I update or add a file and move the file from Local
to Remote. Then I publish the site and yet, the file does not publish. FP
is so inconsistent that I am seriously thinking about moving over to Dream
Weaver.

Any suggestions to my issue?

If you move (you mean copy) a file from local to remote in Remote web site view
- it is already published and does not need to be published again
