publishing remote to local and sychronize not seen

I have just downloaded FP 2002 to a different computer and the usual
publishing page showing both the remote and local complete with folders and
files does show, but the options of publishing
-from local to remote
-from remote to local
-sychronize
DO NOT APPEAR ANYWHERE!

Why and how can I get them to show?

Which ever location you open first, is your local, and the destination is the remote.

Use the Publish | Change Page only option.

You dont understand. I know all that. Please read carefully what I wrote.
I said that none of the usual 3 options of publishing seen (in lower right
corner of publishing page) from local to remote, remote to local or
shchronization, SHOWED UP ANYWHERE for me to chose from. WHY and HOW CAN I
GET THOSE OPTIONS TO SHOW UP?
