new exchange user not showing up in global address list

When i create a new user, they are not placed in the global address list. I
have forced replication, im not using a cached copy of outlook, i have waited
days without them showing up.

Assuming that you are an Exchange 200x shop, is the recipient update service
stamping the properties on the new user account?

I have restarted the system attendant console with no luck.
