new computer problems

On first start-up of a new emachines T2825, after typing
in the names of the user accounts, and then finishing the
wizard, when the machine re-booted to Windows XP there
were NO user accounts listed. I can only get into the
machine by typing con-alt-del twice and then a log in
for "owner" appears. I can log on, but it is not
an "administrator" account so I cannot do anything. Any
suggestions?

The internal Administrator account is available from the Safe Mode.

Reboot into Safe Boot (press F8 during start up) and logon as
'administrator' then you can set up new user accounts, install
programs etc.
