New Computer Keeps Rebooting.

Hi,

I've just finished building a new computer. When I start it up, it
keeps rebooting. It will flash the P4 logo on the screen and then
reboot. Would anyone have any ideas that would fix this? The
computer beeps once each time it reboots, and I have removed
everything but the RAM, CPU, Video Card and Keyboard.

Motherboard: DFI 865PE-TAG Socket 775 Motherboard
CPU: Intel P4 630 3.0gGHz HT 2M 800FSB S775
Video Card: Connect3D Radeon 9550se
RAM: 2/Ultra Dual Channel 512MB PC3200 DDR 400MHz
PSU: Coolmax ATX 500 Watt 140mm

There are lights on the motherboard, all the fans are working, I'm not
sure what else people would need to know.

According to the DFI website you may need to flash the bios. How your are
going to do this if it won't even get past the P4 Logo is beyond me. Try one
stick of RAM at a time. Unplug all ide cables. Try different videocard.
Narrow everything down to the cpu, motherboard and RAM. Reset the bios.

1 short System RAM Refresh failure. Your programmable interrupt timer
on your motherboard has failed. It could also be your interrupt
controller, but either way, your motherboard will need to be replaced
to fix it.

I've seen this a bunch. Almost every time it is the mobo.
In the case of the Gigabyte mobos that were doing it,
it seemed to be associated with the klugy VIA chipset
and BIOS being incompatible with the ATI 9800s I
was using. I returned 5 of them ( rebooters ) for a
Gigabyte mobo that used the nVidia GF3 chipset.
End of problems.

1st thing.
If this is Winxp Switch off the Useless Restart Option,
My Computer/Right Click/Properties/Advanced/Startup And recovery.
