"New Bitmap" gone form right click context menu????

XP Pro SP3 recently the "New Bitmap" is gone from the right click context
menu.
How do I get it back?
I have downloaded tweakUI and tried in the templates section, no luck...
I Found a registry fix that resets the context menu, it worked once and then
the old context reappears...
