New Applications Won't Start

I have a problem when I install new software; after installation and an
atempt to launch the program, I get the error; "The application failed to
start (0xc0000034). Click on OK to terminate the application." This has
happened with two different programs and uninstalling them then reinstalling
them doesn't help. The problem began after updating software for a Logitech
MX5000 wireless keyboard and mouse. I removed all the Logitech software,
including an unsigned driver, but the problem remains.
Does anyone have a suggestion on how I can fix this?

Error 0xc0000034 pertains to the drivers of your soundcard not being
up to date. Check the website of the soundcard manufacturer and
download and install the latest drivers, they are free.
