New acount Preferences

I want to change the default preferenced assigned to
accounts newly created.

These settings include Walpaper, Folder Options, Internet
Option's Advanced tab items, and the Display settings
appearence and effects.

You can't change this just to newly created accounts and computers. You can
apply a such policy on the Site, Domain or the OU level.

I'm recommend to spend some time with the papers below to understand Group
Policy and what it can, and can't do for your organization.
