Network Wizard does not open

I am trying to configure my notebook to a new network,
but I cannot set any network settings. When I go into my
network connections, nothing shows up. Even if to file ->
new connection, and I selected "home or office network",
nothing shows up after. Even my network wizard does not
open to let me determine my connection type. Is there a
way to get this wizard restored, view my current
connection or another way to set my network settings.
