Network Setup Wizard

Can someone help me Plzzzzz. I am trying to set up a home
network but my Network Setup Wizard will not open. I
upgraded to XP and have tried to open it through the
Windows XP CD and it doesn't show up. If someone can tell
me what to look for or who to contact would apprieciate it.
