network resources (C$ share and remote registry)

I have a computer in a workgroup and I am trying to map to the C$ share from
my desk over the TCP/IP network. I put in \\computername\c$ or
\\computer.ip.address\c$ and I give it credentials for the built-in
administrator of that machine. I soon see that it doesn't work and that it
is now trying to use the guest account (which is disabled and random password
given for security reasons).

I also try using remote registry with this computer and get similar results
where it seems like I can not authenticate anything with this computer over
the network.

I can however use Remote Desktop now that it is enabled. I've also triple
checked the username and password I'm using and it checks out. Also I can
log on to the machine using username and password at the log on screen with
no problem.

My thoughts are that a needed service or some other dependancy isn't
functioning properly but I don't know where to start. Remote Registry and
Server service are both running. I don't know of anything else that is
needed.

Is the remote computer running XP Pro? Is the "built-in administrator"
activated for network access (NOT local access)?
