Network Problem

I am working on a Dell Latitude D600 Laptop with Windows XP Professional,
Service Pack 2, and I am on a network at a college. My issue is with the
connectivity of the network. Within the activity window of the LAN
properties, it says that I am sending over 500 packets of data, and only
receiving 200 packets of data. I can connect to websites, but at a very slow
speed. I am on an ethernet connection, and I have checked all of my network
settings using ipconfig, and have already attempted to release and renew the
connection. I have also attempted to reset and reinstall TCP/IP with no
effect. Would anyone know how to resolve this problem?

If you are complaining about the access speeds that web pages display, you
need to:

1) Make sure that you have anti-virus software, locally installed on your PC,
to protect against viruses and worms

2) Run a firewall program on your PC. To protect your PC from unwanted, or
un-authorised, Internet access to your files

3) Run anti-spyware utilities so as to clear off any
spyware/malware/harware/junkware programs that might have installed themselves
without your knowledge.

4) Remove any P2P file sharing programs, like Kaaza, since this is a known
bandwidth hog and might be against the college network access rules.
