Network Load Balancing in Windows

I have tried to balance the load on the outgoing traffic in windows xp, but
the only way to do it was NetLimiter.

I am curious what QoS Packet Scheduler does in windows XP and how I can use
it to my advantage?

What other ways are there to prioritize the traffic in windows XP OS?
