Network ID tab greyed out. Why??

I'm trying to join a worksation into a domain but the Network ID tab is
greyed out in My Computer> Properties> Computer Name. I tried changing the
Local Security Policies to allow the change, but its still greyed out, even
after the change.

I'm am logged on as administrator as well. Network drivers seem to be
installed correctly. What is the problem?? Please advise. thanks.

I believe that will happen if you have XP home edition. Home edition can
not join a domain.
