Network connectivity limited despite having ip address

I have a new Dell Dimension 3000 and network connectivity is not working
completely.

Initially, it's assigning the 169.xxx.xxx.xxx ip address to the nic. Using
another computer, I know that the network port and cable are good and
receiving ip addresses from the Win 2003 server as expected.

If I force a rebuild of the Winsock layer and reset, I get an IP address
from the dhcp server. It appears to log onto the domain as I do get my
network drives via the logon script, but I can not access the Internet.

If I drop to command line, I can ping sites outside of the local domain. If
I ping www.yahoo.com, I do get a reply but instead of the usual response
'pinging www.yahoo.akadns.net {68.142.226.41} with 32 bytes of data' where
the ip address is, there are unusual characters (an 'o' in a superscript and
a 'y' with 2 dots over each of the upper points of the 'y'). The computer
also beeps as though it received a beep character in the string. The Replies
all have the proper ip address in the reply line.

If I do an ipconfig /release it will release, but if I do an ipconfig
/renew, I get the following message...

An error occurred renewing interface Local Area Connection 2: The requested
service provide could not be loaded or initialized.

At this point I need to force a rebuild of the winsock layer again and
reset. (Just restarting doesn't clear it up.)

I disabled the nic in the bios (it's built onto the motherboard) and
installed a known good std. pci nic. It does exactly the same thing.

I set the nic (both of them) with a fixed ip address and fixed dns server.
Basically the same problem. Still can't access the Internet.

I ran the Dell diagnostics to no advantage. It passed all the tests. I
thought I'd try to see if anyone has an answer before I reinstall the OS.
