Network connection to Server = Yes, Internet access = No

We have a situation here where we want to restrict access to the internet so
a fellow employee can perform his assigned tasks. Our network is not static,
he must be able to access the server, but not allowed to access the internet.
He does have an email account, but does not use it. He knows how to establish
an internet connection at his workstation because he has done so before. I am
not the one who made this decision to restrict him, nor did I advise my
employer to take such action.

The header of his current browser reads something like this:
"IE provided by Yahoo!"

Any ideas on how to go about restricting access to the internet only?

Does this guy use only 1 computer? Does nobody else use this computer? Does he
have administrative access to his computer? If "Yes, No, and No" are the
answers, then have your network admin change his computer IP setup. Give him a
fixed IP address outside the scope of the DHCP server, but no default gateway.
Without a default gateway, he won't have Internet access.
