network available custom forms

I need to force all users on my network to use some custom forms and when
updates are made or new forms created - only the new versions will be
available to each user. Is this possible and if so what approach do I take?
Can this be done by putting the forms on the server?

We use Outlook 2003 with Exchange Server 2003.

The Organizational Forms Library on the Exchange Server is the central forms
storage facility.

As for forcing your users to use custom forms, what kind of forms and under
what circumstances?

Mainly a customized contact form with only the fields relevant to our
company's emailing purposes - forcing a specific format for an "Office
Number" field (ie: "125" or "125, 233"), and at lease one Job Title and
Category must be selected from lists that we provide (any other words,
spellings, or formats cannot be allowed for some of our own programs and
systems to access the data properly).

I also need to create some different message templates that will
automatically fill in certain pieces of data from our custom accounting
system based on input from the user, have a consistent look that is
representative of our company (ie: logos, backgrounds, etc.), and
automatically populate the To: field when a user types a certain combination
of characters (like office number --> "125") so that all contacts for that
office would be included. I guess I could use distribution lists for the last
thing, but we have about 60 offices which means 60 different distribution
lists. (If that's the answer then is it possible to automatically generate or
update distribution lists based on categories or any other field on the
contact form?).
