netsh firewall, command not found

Hi,
I'm using XPe SP2 and try to configure the firewall by the netsh command.
Giving the subcommand 'firewall' results in an error 'Unknown command'.
Other subcommands of netsh are working.
Windows XP Service Pack 2 Resource DLL" is included.

So what is missing ?

Any help is appreciated!
