Netlogon service will not start

I have a windows 2000 SP4 server that is in a domain,
because the netlogon sevrvice will not start we are
unable to loginto the this machine, We are also not able
to loginto the local administrator account or any other
local account.

When we try to loginto this machine using a domain
administrator account we get the message: unable to login
due to the service netlogon has not started.

When we try to log into a local account we get the
message username or password incorrect.

First does anyone know a reason and fix to the netlogon
service issue and 2nd if we are unable to loginto this
machine do we have any options of recovering data that is
on this machine? This server was built with one partition.

Try booting into safe mode to see if that will work per chance. You could also try to
view the Event Viewer logs on it remotely to see if there are any pertinent clues. If
nothing helps, then I would try a repair installation selecting fast repair. There
are a couple options to access the data assuming that it is not EFS encrypted. You
could reinstall operating system into existing \winnt folder without reformatting or
put the drive in another computer to copy the data files. --- Steve
