.Net Framework Problem with Media Center

When I try to open Media Center, I receive the message, "A fatal error
occurred. However, mscorees.dll could not be loaded to display the proper
error message. Please reinstall the .NET Framework."

What is the procedure that I need to follow to fix this problem?
