.NET framework installation

I have a failure to install with one of the .net framework service packs.
I'm running windows XP sp3 - build 2600.xpsp_sp2_rtm.040803-2158 (service
pack 2) Here the information that I have.

1) Windows update lists an update of:
Windows .NET framework 1.1 Service Pack 1
Download size 0Kb 0 minutes

2) I can click on the above update but it doesn't install

3) Check in the registry the .NET version is 1,0,3705,3

4) Clicking on Microsoft .NET framework configuration in Administrative
tools results in a message of "snap in creation failed. The snap in is not
created. It may not be installed correctly

5) Whenever I boot up windows and log on, I get a message windows that says
"installing" that closes after a few seconds with no further message.

I can't help, but I've been trying to install net framework 1.1 sp1 for
months & it keeps failing each time I do an update !!!!!

hope someone has a bright idea.
