.NET Framework Initialization Error

I recently downloaded a driver update for my ATI Radeon Graphics card, and
now I get the following message when I start my computer:

CLI.exe - .NET Framework Initialization Error

To run this application, you first must intall one of the following versions
of the .NET Framework:
v2.0.50727
Contact your publisher for instructions about obtaining the appropriate
version of the .NET Framework.

I have my computer set to download all necessary updates every night, so I
should have the most up-to-date version of all windows applications. What do
I need to do here?

Okay, so I found a forum post about this same issue, and it had a link to
download the correct version. I did that, and now I get this error message:

Could not load file or assembly ‘MOM.Implementation, Version=2.0.2764.39730,
Culture=neutral, PublicKeyToken=90ba9c70f846762e’ or one of its dependencies.
The system cannot find the file specified.

Help!!

It means ( afaik ) , you will have to d/l and install .Net Framework
V2.0 for the application to run .

Yeah, so I did that and now I get this message:

I, too, am getting the same error message after installing .NET 2.0. If
anyone solves the riddle, please let me know.

You may need to reinstall .NET Framework 2.0 and all the updates. When you
install .NET Framework 2.0 you may need to disable your antivirus software
first. Try starting over by going to Add/Remove Programs with "show updates"
checked. Remove all .NET Framework 2.0 entries including updates. Then go to
MS Update and reinstall the .NET Framework 2.0 and updates through manual
download, restarting as necessary. If you need links for the manual updates
without going to MS Update please post back. Only after successfully
reinstalling and restarting should you reenable your antivirus software. If
this is being caused by the ATI driver update simply roll back to the
previous version in Device Manager or reinstall from an archived driver
version.

You have to remove the drivers for the card, reinstall .NET, and then reload
the drivers. Adding .NET while the drivers are installed doesn't work. At
least that was my experience.
