Windows XP .NET Framework 3.5 / Windows Installer

i'm trying to install .net framework, but i get the error:

""IC Installer: [2] Setup Failed on component WIC Installer
[02/04/10,19:30:36] WapUI: [2] DepCheck indicates WIC Installer is not installed."

But I do have Windows Installer 3.1.

i erased .Net 2.0, but that did not help. i tried to install Windows installer 4.5, but i get the error:

"setup has detected that another update is in progress. please complete that installation or removal and try again."

but there is no other update happening. should i erase WIC 3.1?

what to do?
