NET CF on SmartPhone 2003

How can I install .NET Compact Framework on a SmartPhone 2003? it's running
Windows Mobile 2003 Second Edition.

Yes. The .NET CF should be in ROM and should be able to run CF apps on the
phone. You will have to download the SDK to develop using VS.NET
