I got most of it figured out. Having one problem with this formula
=IF(AND(H126>=4001,H128>=0%),100%*(H129),IF(AND(H126>=3251,H126<=4000,H128>=5%),50%*(H129),0))

I need only the 5% to return a absolute value of 5%. Can you help

You don't need the ( ) around H129.

ABS(H128)>=5% ???
