Need to block sender

I want to block a few persistant spam senders in Outlook. The help file said
select in in-box, actions, block. The problem is, I don't have that choice
shown to me in actions. Mail account is Hotmail accessed through Outlook. And
yes when I used to access accout on line I must have said that particular
mail was spam hundreds of times and it never stopped. So why is there no
block sender available?
 
Go to your Hotmail Inbox online with your Web Browser. There are options
there to add to spam before the message even gets to Outlook.
