I am new to this whole vista thing, upgrades, etc... What I am trying to
understand is a quote i saw from an ebay seller... What does this mean to
me? where do i get the 'key' or is this a scam? How much is the key?

A license key is not included, but may be purchased directly from Microsoft.
Scam alert!
Anybody that spends more than five minutes on EBay should be aware how
many scam artists pray on people looking to a "good" deal that simply
is TOO good to be real. This one from what you said sounds as phony as
a three dollar bill.
The "key" is the NEEDED product code, without it, whatever this clown
is selling is worthless. Sure Microsoft sells the keys, ie, the
software which comes with the key necessary to install it, then you
need to activate it. Run, don't walk from this con artist.
If you want to try Vista you can find it being sold all over the web
in original shrink wrap which include the "key". How much it costs
depends if you want a full retail version, then which one, Vista,
Basic, Home Premium, Business or Ultimate. Or if you already have XP
you can get a upgrade version for less money or if you're building a
new machine you can also get a OEM version but that generally isn't
transferable, meaning it is locked to one machine. Some "companies"
almost always meaning some Joe Blow with a PO box running his
"business" off his kitchen table do sell legimate products, just use
common sense. If what you're looking at costs 50% or more less than
what everyone else is selling it's likely a con.
True Story:
Years ago our bowling team was waiting for our star player to show up.
He was always the first guy there and would be practicing. Well a no
show we thought but he came running in at the last minute with a big
grin on his face. Under his arm was a big carton which said it was a
Sony DVD player. We asked, where did you get that? He says, oh, this
guy came running up to my car at a traffic light and asked if I wanted
to buy a Sony DVD player, really cheap, he gave me some story about
how he need money bad. Our friend fell for the sob story. So we teased
him until he finally opened the "sealed" carton in front of us.
No, there wasn't any DVD player, inside were several house bricks.
Well it "only" cost our pal $20 bucks... what a bargain, an original
Sony DVD player CARTON (that was real) and bricks inside!
