Need help with Win XP Home

I have been working with a client who is running Win XP Home. There are three users set up on the machine and it is set for 'fast user switching' but when it boots, a log in prompt pops up saying one of the users has the machine locked and only they can unlock it. I press OK with the password box blank and it boots to the desktop. If I try to open anything (Control Panel, My Compuer, ect) it will freeze, close everything, remove all desktop icons, and then put the icons back and act as if Windows just started again. If I try to log out (Windows key + L) it goes back to the "workstation locked" prompt. I cannot get to Administrative tools or Users and Password page. Also, when displaying the 'Shut Down' dialog box and 'Log Off' dialog box they have no color, they just show the shapes and names.

Boot Safe Mode, go to Administrator and delete those users. That would be
the easiest option. The harder one is to go to www.winguides.com and look up
registry hacks that can also fix that without deleting those users.
