Need help with User Accounts ERROR

Last Night I had to do a clean install.
I have WIN XP with SP2.
Everything went well..
At the activation part of the new windows set up...it prompted for me to
type in the user names that will be seen in the Welocme Logon page.
So far so good...
I click on mine, as soon as I realize all systems are go and proceed to set
up my windows according to how I wanted them. Today, I logged off and went to
log on to my husbands windows, clicking on his user name and as it strated
up...it said something about not finding this file...no set up can
continue...etc and so on...but his windows starts up...however, NO DESKTOP
Image is working...even when I right click to select a desktop image...not
even hitting apply will bring an image to the desktop ffromt he windows
images choices.
In his start menu...NO ICONS...
I tried to set it up using the TASK BAR AND PROPERTIES settings...still
nothing...
I tried to add QUICK LAUNCH to his task bar and I got an error message
stating.."CANNOT CREATE A TOOLBAR".

He has NO files or folders under the DOCUMENTS AND SETTINGS in Windows
Explorer...
Does anyone know how to corrct this issue so that he can have the full use
of his windows as I seem to have? Or what could be preventing him from having
full use of his windows?
By the way...He is also set in user accounts as COMPUTER ADMINISTRATOR
....just like me.

The error message received at logon is:

"Windows cannot log you on because your profile cannot be loaded. Check that
your connected to the network or that your network is functioning properly."

What does that mean? and why is that issue effecting just his user account,
if we are both on same system?

Try creating another account for him from your account. I can't say what
happened, but something became corrupt with that account while setting it
up,
I'm not very clear about one point. If you did a clean install, then there
should not be any files or folders in Documents and Settings, at least not
any previously created. Did his account work at any time after the clean
install?
But, it's clear that the account is unusable, so try to create a new user
account with administrator rights for him from your account.
