Need help - javascript links not working

Running Windows XP Professional with SP2
IE version 6.

Javascript links do not respond in IE and some areas of XP such as Help and
Support Center.
System Restore open up as a white blank page with only a blue title bar at
the top.
 
Type in Start, Run:

regsvr32 jscript.dll

Typing regsvr32 jscript.dll did not fix the problem. However I went to your
web site and found the fix by typing
regsvr32 hhctrl.ocx in Start/Run.
