need boot floppy and why can't I set boot.ini to be editable ?

machine (xp pro) now needs a boot floppy; machine will not boot from CD, and
so I can't (?) get into repair console. What to do ? SFC reports all ok
....more generally , how do I set hidden, system and read only files so that
they are NOT ?
Any thoughts welcomed ....
 
The question is why won't it boot from the CD? Did you set the CD-ROM drive
as first boot device in BIOS?

boot.ini IS editable.
Right click My Computer/Properties/Advanced tab/Start up & recovery
button/Settings/Edit
