NEC USB 2.0 PCI Controller Problem

I have encountered a BSOD problem after i intalled a NEC USB 2.0 PCI
controller(by Intopic). Windows xp recognized it and install a usb 2.0
driver for it. It works well with nothing plugged on it. After i
install a external usb 2.0 harddisk drive, I got a BSOD with
"DRIVER_POWER_STATE_FAILURE" and its code is 0x0000009F (0x00000500,
0x00000002, 0x869FB500, 0x85BB4620). I can't find this code listed on
Microsoft's webs. How can i solve it?
 
External hard drives can be a problem. I am running a ADS hard drive
enclosure off an Iogear 2.0 usb card. I had to install the Iogear usb
drivers for my operating system (WindowsXP Pro) and install the newest
nForce 2 chipset drivers and then the external hard drive worked. Try
updating your drivers from the 2.0 usb card manufactures website.
