Our web site is www.instrulab.com but I don't like frames and the production
manager wants me to design a new one that is much simpler. We bought
AllWebMenus pro to handle our html code.

I am in the process of writing the navigation but I have a problem. I want
to design the new site on the old site but with a new home page until
everyone is satisfied then I can change over . Right now I am starting with
www.instrulab.com/newhome.html. When I get everything done right then I
will remove the present index.html and rename newhome.html to index.html.
How can I use newhome.html for my navigation design?

I could suggest three things (read up on these things in help if not
familiar with them).

1) shared borders - put your header and navigation links in the top or left
sharedborder.

2) include pages - make a blank page with just the header graphic and
navigation links, then include it (Insert > Web Component > Page) in all
pages

3) use Dynamic web templates. - design the whole site basically, with no
content - this forms the basis of your site's design. then for each page
attach the template to get a conforming and constant look over the whole
site.
