FP 2003 & shared borders

I have FP2002 and FP2003 when I open a page i.e..
www.instrulab.com/newhome.html in FP 2002 I can use shared boarders but when
opening the same file in FP 2003 my shared boarders is grayed out. I want
to use AllWEbMenus for my mouse over affects, what can I do?

Are you opening a site in FP2003 or just the file/page?

In FrontPage Tools->Page Options - Authoring Tab
Check the boxes "Author-Time web components", "Navigation" and
"Shared Borders".
