Navigation Bars for a Custom Theme

I have created a Web without using the FrontPage 2002 Themes. I would like to
use Link Bar Properties to manage the Navigation Bars in my web. I understand
that in order to do so I need to save my web as a Theme. Can it be done with
FrontPage 2002?
