Navigation Bars appearing as text

My website, www.ocsv.org has a frame page "the Memories".
The links on the left hand column appear as text when
viewing from browsers even though in Frontpage, they
appear as graphic according to the style selected.

Please help. I'm sure my server provides support for
Frontpage 2002.

You need to verify what version of the extensions are installed, to do this
open you live site directly in FP, then Tools | Web Settings, the version
should start with 5....
