navigation bar in frames page

Hi,
after having spent a whole day thinking about how best to put a navigation
bar with a dfrop down menu on all pages of my website - I would like to know
if anyone has any thoughts on me placing the navigantion bar and top header
in a top frme then loading other pages into a bottom frame. Or I couls
insert an inline frame into each page. I am not sure which would be most
laborious but I would like to have a navigation bar which is easily accesed
to change and also loads quickly when people chane page.
I have used the www.interlacken.com naviagtion bar with drop down menu,

Don't use frames
Use Include pages or DWT

Do you mean include as a shared border? Are there any decent tutorials on
inserting a shred border into all the pages I have created so far?

Just use Format Shared Borders - select all page and the border area you want
