Navigating Forms in Word 2003

We use a Word form that is distributed by our administration for staff
evaluations. It's frustrating to type in, because any use of the up or down
arrows moves the cursor to the next for field rather than up or down one
line. That is, it functions as the tab button usually does.

From what I see online, this is not meant to be the case, and the tab button
should move the cursor between fields. Is there a setting that can be changed
or an adjustment that can be made to fix this?

What you are experiencing is the normal behaviour of a protected form. The
up and down (and left and right) arrows and the tab key will all move
between fields.It is inevitable really as there is nowhere else for the
arrows to move the cursor to except a suitably appropriate adjacent cell. If
you want to move elsewhere, use the mouse or apply exit macros to the fields
to take you when you need to go next.

In a text field that contains several lines of wrapped text, it's not
unreasonable to expect to be able to navigate within that text using the
arrows.

Agreed, but unfortunately Word treats the whole field content as single
entity (at least for the up/down arrows - left right arrows will work within
a field).
