Mystery folder can't be deleted

The Mystery continues

WinXP Pro SP2

A have a folder in my Start Menu under Programs which cannot be
deleted.
folder name = ACT! 2005
I get this error message:
---------------------------
Error Deleting File or Folder
---------------------------
Cannot delete file: Cannot read from the source file or disk.
---------------------------


I can move, copy, or delete all the shortcuts in the folder-
therefore it can READ the source-right?

I get the same error messages when the folder is empty.


If I try to rename it I get
---------------------------
Error Renaming File or Folder
---------------------------
Cannot rename file: Cannot read from the source file or disk.
---------------------------

I get a similar message trying to move the folder


When I try to move (drag & drop) the shortcuts back to the folder
they are created in ANOTHER folder with the same name. (two folders
with the same name appear in the explorer window)
I can delete this folder.
I CAN'T move the shortcuts back to the original problem folder UNLESS
I undo the move using ctrl Z.

AND FINALLY
When I do a GHOST of the drive to another drive that folder does not
appear on the other drive.

Someone out there has to know enough about this to solve this mystery!

It would be best to boot into Safe Mode, search for the file,
then delete it.

Create a boot CD with BartPE. Boot from that and delete the folder.

I uninstalled ACT and it reluctantly went away.

WHICH leads to the next question-
How does a program lock a folder like that?
and why would it be necessary to do that when all the shortcuts are
deletable?
