mysterious error message

While running IE, for the last few days I have been
recieving a strange error message. The box pops up and
is entitled "NotifyAlert.exe - common language runtime
debugging services" and the text of the box
is "Application has generated an exception that could not
be handled. Process id=0xebc(3772), Thread id=0xf2c
(3884). Click OK to terminate the application. Click
CANCEL to debug the application." It doesn't seem to
matter which one I click, the message goes away and
nothing I can see changes. It may not even be connected
with IE, but I'm clueless as to what this could be. Can
someone who knows something about PCs please help me?
