Common Language Runtime Debugging Service

Everytime I start my computer I get this box displayed on my desktop:

NotifyAlert.exe - Common Language Runtime Debugging Service
Application has generated an exception that could not be handled
Click OK to terminate
Click cancel to debug the application

Why does this appear and how do I solve this problem?
Any help would be greatly appreciated.

Hi,

It's an unnecessary added application for Dell PC's. Click start/run, type
msconfig and click ok. Disable (uncheck) it on the startup tab, then click
apply/ok. Reboot at your leisure.
