How do you know?

well I'm guessing he makes stuff up and believes it?

The bottom line is that for some "it don't work".
Things that worked with XP, don't work with Vista. Understandably, to the
end user the kneejerk reaction is to blame Vista.

Bingo!

.... and when you have a lot invested in your opinion of yourself, you have
to blame someone else, after all that's what is taught now-a-days.

Computers are exquisitely complex devices; software is an exquisitely
complex tool that .EXEcutes on the exquisitely complex hardware.

A lot has gone into trying to make all this seem simple, it isn't! Some have
been fooled into thinking it is. "IT SHOULD JUST WORK!" heh .. well I'll
bet there are a lot of parents out there who wish that their teenage kids
would get a job and do the same.

I don't have the same card as you but it is a nVidia.
After installing the software for my card and all seemed well. At least it
works.
I left the CD in the machine.
Later when I noticed the CD still in the drive. I did an explore of it.
I found "NVIDIA Control Panel" exe.
Clicked on it and it installed. I have alot more control over the video on
this machine now. This software did not download when I ran the first install
off the CD.
