my toshiba laptop keyboard/windows xp

when i press some of the number keys, like number 2, it has a symbol i need
to use for writing sentences, so it requires myself to press the shift key to
use the symbol over the number 2, but when pressed i get the wrong
symbol....how do i fix this problem. The symbols for these numbers are from
1-0 this is how the upper symbol shows up: 1-!, 2-@, 3-#, 4-$, 5-%, 6-^, 7-&,
8-*, 9-(, 0-) and the apostrophy key is like this: '-". so 2, 3, and
apostrophy keys are wrong on my keyboard. why is this, and how do i fix this
problem?

That's right for a US keyboard. Go into the Control Panel, Regional and
Language Options, Languages tab, Details button, and Add the proper kb
language, then remove the US keyboard.

PS, if the symbols are blue, you need to press the blue Fn button..
