My solution to this problem

I got the home isp smtp.?????.??? from my landlord
i upgraded windows mail to windows live mail
i found that by trying to add my email adress as a http instead of pop3 or
imap
i didn't have to upgrade though
in the account properties under servers i put my landlords outgoing account
information in the outgoing mail (SMTP) Box
after that i went into Outgoing mail Server

check box My server requires authentication (Settings)
and input my landlords outgoing account information with password and
"voila" it works perfectly.
 
needed that initial push in the right direction to overcome my doubts thanks
