my server requires authentication for email sending

My server is now requiring that outgoing mail be authenticated. I do not see
a place in Outlook to fix this. I am an Office 97 User.
 
I don't think OL97's Internet Mail service (including the updated Internet
Mail Enhancement Patch) offered authenticated SMTP. If I remember right,
that was added in OL98 or OL2000

You are correct.
 
According to MSKB #197869, there is a file outlimep.exe which will allow
secure password authentication. Do you know if this really works and will
solve this problem? I installed it but didn't seem to fix issue. We just
switched ISPs, who didn't mention ahead of time that this was required. I
still have 6 uses on OL97, would obviously like to find a way to make it
work.

But not for authenticating to outgoing servers. The patch mentioned in that
article is contained within Office 97 SR-1. If you have the most recent
Service Release, (SR-2b), then you're as up-to-date as you can get with
Outlook 97. It still won't authenticate to outgoing SMTP servers, though.
