In My Pictures we are given the option of looking at a
folder as a slide show. How can I change the amount of
time that elapses between slides?

You can install the free Tweak UI program. Once installed, go to
Start > Programs > PowerToys > TweakUI > Explorer > Slide Show
and adjust the "Time per picture (ms)" setting.
