the first one is full or will i
have to shift some of my data onto the second hard drive. they are both fat

acer(c) the second called acerdata(d). do i need some software or will
windows xp do it for me.

On the second disk create a folder called Documents.
then right-click on My Documents on your desktop, choose Properties, and
then on the target tab click the Move button. Navigate to the folder you
created, and then follow the instructions. Windows will move all your
documents, and set the new folder as your "My Documents" location.

Unless you have some overwelming need you should convert both drives to
NTFS, its more robust & efficient.
See win Help for how - ensure your data is backed up
No nothing will automatically shift
Assuming your Data is stored in My Documents, rt click the My Documents
icon, select properties, Move
Run Disk Cleanup & delete temp files
In Internet options set temp file storage to 50mb
Ensure you have created the Acer restore cd's if yours is one that requires
you to create them from the hidden partition

No.

Think of a two drawer filing cabinet with one drawer full and the
other empty. If you keep trying to put more stuff into the full
drawer, you just fail. There's no way for it automatically to be moved
to the other one.

Yes.

No extra software is needed. You can put a file on whatever drive you
want, and you can move a file (but not a program) wherever you want.
