My headers do not show in my reading pane in outlook

I have selected download Header and Full Content, yet all I'm getting is the
Content in the reading pane, not the Headers; I used to and now I don't. I
also checked Download Headers, and then I just get the Headers, not the
content... any thoughts?

what type of email account? Are you working online? Generally speaking, if
you select an item and show it in preview, it will download completely.
