My DirectX 9.0c Install Problem!

I posted here on 12/25, but it is buried back on page 5, so I thought it
would help to bring it up again. I have downloaded and tried to install the
DXwebsetup.exe. This is the failure message from the dxerror.log starting
below the line:

I don't know if these will help answer my question, but, there it is. I also
tried installing the DXWebsetup.exe with WinXP in the "Safe Mode" but came
up with the same error message. I am not copying the DirectX.log file because
it appears to be Moocho pages long & very boring. Something to read if you
can't get to sleep.

DirectX 9.0c is built into WinXP SP2.

Either you have WinXP SP2 or you should be installing WinXP SP2.

Service Pack 2
Let me try another way to install this NASA progam.

I was trying to install the NASA World Wind program. I found out that I had
the compact version install. I downloaded the full version & it loaded all
the DirectX stuff it needed. Here is the website:
