Updating DirectX 9c

When trying to update DX 9c I get the following message when finalizing; "A
cabinet file ncessary for installation cannot be trusted. Please verify the
cryptographic services are enabled and the cabinet file certificate is
valid." When trying to follow instructions from the "Resource Center" I get
a message; "Unable to locate nameof.dll." I've done several searchs and still
cannot locate said file. HELP!
Below is a partial list from my DXerror folder.

C:\WINDOWS\system32\DirectX\WebSetup\Nov2007_d3dx9_36_x86.cab is not
trusted. The file is not signed properly.

DirectX depends on a file in IE to run that cert. I suggest uninstalling and
reinstalling your version of IE. (add/remove app, check 'show updates' box at
the top)
